Title: Proposals to extend the Environment Agency's monitoring certification scheme (MCERTS) to the chemical testing of soils

Abstract:
This report is divided in two sections. Section 1 is an overview of proposals to extend the Environment Agency's MCERTS to the chemical testing of soils. It is divided in 10 parts: Introduction, Environmental legislation, Chemical testing of contaminants in soil, Performance requirements, Accreditation, MCERTS registration, Benefits of including chemical testing of contaminants in soil within MCERTS, Soil sampling, Implementation, and Review arrangements; and section 2. This section sets out the Agencys proposals for establishing a MCERTS performance standard based on an elaboration of EN ISO/IEC 17025:2000 for application to the specific field of laboratories carrying out chemical testing of contaminants in soil. The proposed MCERTS standard states the Agencys requirements for ensuring that laboratory accredited procedures are fit for purpose and capable of delivering reliable quality data.
