Abstract:
The changes being carried out to the UK's long established system of environmental authorisation and control have generated much confusion and uncertainty. The publication of this document is therefore a welcome initiative on the part of NRA. It is to be hoped that this willingness to consult with industry is a signal for the future and that the control authorities will not adopt the austere and legalistic approaches being advocated in some quarters. In general the document is well thought out and covers all the major
issues expected at this stage with the exception of perhaps the most vital issue which is the relationship between NRA and the other control authorities, particularly HMIP. industry has long advocated the need for the "one stop shop" on authorisations and the relationships between the authorities must be sorted out at the earliest stage.
