Abstract:
This report covers Phase One of research into the Emergency Sealing of Breaches. A description of the work included is a state of the art review of sealing of breaches in sea, tidal and fluvial flood defences for the production of an operational manual. The production of the manual is to be undertaken in Phase Two. The work carried out and reported herein has included a review of emergency procedures within the NRA regions together with an assessment of the state of preparedness to respond to an emergency. Defence forms, breach occurrence and historical response are reviewed, based on data collected from a questionnaire survey of the NRA regions and a limited number of meetings. Methods of sealing breaches, both commonly applied techniques such as sandbagging, piling and bulk fill, and alternative methods such as gabions, large bags etc, and their applicability are discussed. In addition, ancillary considerations, such as the timing of repairs, site access and logistical support are covered. A recommendation is made for the preparation of an operational guidelines report, rather than a manual. The term manual implies a precise document giving rigorous guidance which is not considered appropriate for the subject under review. A suggested contents list is given for the guidelines, as are some ideas to be considered in the content of each chapter. Finally some ideas are suggested for future R and D topics, none of which are considered to be high priority.
