Abstract:
The NRA was formed as a result of the Water Act (1989); it inherited responsibility for the control of pollution in controlled waters from the former Water Authorities on 1 September 1989. Controlled waters means surface freshwaters, underground waters and tidal waters to the three-mile limit in England and Wales. The Water Quality Function exists to carry out these responsibilities. The Water Quality Function of the NRA is concerned with achieving the statutory duties concerning water quality held by the NRA, through the use of its powers in relation to pollution control.
