Abstract:
This document sets out the proposed environmental screening procedures for the Objective 1 programme on Merseyside (Under the EU's regional policy, funding for Objective 1 is to promote the development and structural adjustment of regions whose development is lagging behind). The adoption of environmental selection criteria fulfils two purposes: it helps to ensure that proposals put forward for Objective 1 funding do not adversely affect the environment; and it encourages applicants to incorporate environmentally beneficial elements into their proposals, which will have a positive influence on the economic regeneration of the region. These guidelines recognise that environmental considerations are just one of the project selection criteria, but seek to emphasise how early and careful consideration of the environmental impacts of projects can significantly enhance their regeneration potential. In doing this it is hoped that the belief that environmental improvement and protection are obstacles to economic development can be demonstrated to be a misconception.
