Abstract:
The project explains the events leading up to the introduction of market testing. The pressures for change are examined and analysed. The project goes on to examine closely the operational elements of the introduction of market testing and the problems encountered during and after the client/contractor are: The Lack of Financial Systems; The Lack of Monitoring Systems; The Lack of Resources. The report also highlights the need for Senior Management within other regions, who are still to be subjected to market testing, to ensure that the relevant systems are in place before any split to client/contractor. This would certainly remove one of the greatest barriers to a smooth transition, and help ensure that the morale of staff is not affected more than it need be.
